At ToonDoo you can create your own strip cartoons and, using a collection of strip cartoons, turn them into cartoon books such as the one below. Whilst Toondoo is primarily aimed at K-12 education and there is the capability to flag inappropriate content, care still needs to be taken when working with younger students. Note also the capability to turn off Safe Search in the top menu.
